Located in Melbourne’s northern suburbs, Moreland City Council provides local government services to over 160,000 residents from diverse backgrounds. Located at the Coburg Civic Centre and forming a key element of the Finance and Business Systems Branch, this role offers the opportunity to shape Council’s procurement practice to ensure best value for the community and best practice for sustainability and compliance.


As part of the Finance leadership team and reporting to the Chief Financial Officer, you will have considerable procurement experience including experience in tendering, sourcing, negotiating and managing high value contracts. You will also be able to provide support, advice and deliver on procurement activities and have the ability to negotiate and develop working relationships with internal Departments, other Local Councils and other relevant agencies.


You will lead and manage the accounts payable function, ensuring compliance with organisational framework and ATO requirements and develop strategies and policies to achieve effective organisational outcomes within budget.


 

To be successful in this role you will be a progressive, values-based manager with a collaborative approach and a strong background in procurement or financial services and have demonstrated experience in a leadership role with a proven track record in providing high quality strategic advice.

Selection Criteria Essential: Bachelor's degree in business administration, accounting, finance.

Essential: Minimum 5 years experience in procurement or financial services

Essential: 3 or more years experience in a leadership role

Essential: Demonstrated knowledge and experience in applying high level competitive tendering practices and probity standards as required in the public sector

Essential: Demonstrated experience in both procurement and contract management

Essential: Excellent written and verbal communication skills and highly developed interpersonal skills

Essential: Demonstrated experience in the development of policies and strategies

Essential: Demonstrated experience undertaking procurement related roles to deliver improvements, savings/benefits across an organisation
