About the Position

The City of Gold Coast’s Local Government Infrastructure Plan (LGIP) outlines what, where, when and how the City’s trunk infrastructure will be delivered over the next 15 years, in an efficient, coordinated and financially sustainable way.

The Strategic Infrastructure team within the City Planning Branch is looking for a Senior Planning Analyst (Infrastructure). This position is key to the delivery of amendments to the LGIP and various associated projects including developing and maintaining aspects of the City’s new Planning and Urban Growth (PUG) model. In this role, you will provide modelling of infrastructure demand and cost scenarios including providing technical advice for a variety of projects that support the LGIP Program.  The successful candidate will apply their skills and understanding of local government infrastructure planning, processes, policies and legislation associated with the delivery of trunk infrastructure across our city.

Skills in urban analytics, urban planning and infrastructure planning are highly regarded and relevant to this role. 

Key deliverables of the position

  • Development of aspects of the Planning and Urban Growth (PUG) modelling tool, including demand conversion and financial scenario testing
  • Optimisation of scenarios in relation to recovery of Council’s trunk infrastructure costs
  • Compliance with trunk infrastructure requirements including transparency
  • Awareness of trunk infrastructure offsets and refund obligations
  • Liaison with key external infrastructure planning stakeholders on financial scenarios
  • Active involvement and continuous improvement of network Plans for Trunk Infrastructure (PFTI) and Schedule of Works (SOW) databases
  • Preparation of the LGIP Financial Model and subsequent endorsement by the City
  • Delivery of specialist GIS/spatial services and advice relating to infrastructure planning.

About You

You will have a minimum of 5 years infrastructure planning experience and ideally with experience in Local and/or State Government. You will have project management exposure, together with knowledge and expertise in more than one relevant planning and/or engineering discipline involving infrastructure planning. Ideally you would have been involved in a major project team that has delivered infrastructure planning projects or policy.

  • Ability to perform effectively in a team environment and foster good relationships as part of a high performing team
  • Ability to prioritise problems, think laterally, gather and analyse information to identify symptoms and causes, and engage the right people to reach better outcomes
  • A demonstrated commitment to safety from both a professional and personal perspective
  • A track record of being hands on, delivering high quality technical and planning advice
  • Highly developed interpersonal and communication skills, with emphasis in the areas of consultation, negotiation, influencing, in order to progress technical aspects of the City’s Infrastructure planning.
