About the Position

Generally working autonomously in the operational management of the City's traffic signal and ITS systems, including the integration with the Department of Transport and Main Roads (TMR) and the Gold Coast Light Rail system and to monitor and maximise the operational efficiencies of the City's traffic and transport network in a cost-effective manner and in accordance with the organisational objectives of Council. Core functions include Incident and Event management, EPROM programming, signal operation and coordination, and investigation and rectification or mitigation strategies in response to community feedback.

Key deliverables of the position:

  • Undertake the investigation, design and monitoring of traffic signal operations and coordinated systems
  • Ensure Council clients, both the general community and elected officials, are provided with guidance, information and professional advice regarding traffic management and operational activities
  • Present evidence in court proceedings on behalf of Council concerning the operation of traffic signals and associated systems (as required)
  • Manage traffic signal operations utilising appropriate software as determined by Council to ensure safe and efficient operation of the City's traffic & transport network
  • Prepare technical reports on complex issues relating to traffic signal system management and operational issues recommending a course of action
  • Assist the Coordinator Road Operations in the establishment and monitoring of agreed levels of service provision concerning relevant projects
  • Ensure that all relevant project information is accurately reflected in the corporate reporting systems
  • Compile and manage events that have direct impacts to The City's network
  • Manage and train staff from Transport and Traffic in all matters relating to the Disaster Management Centre including operating as a representative of Transport and Traffic in the Disaster Management Centre during a disaster
  • Contribute to the development of new policies, practices and procedures with internal and external stakeholders and agencies concerning the provision and operation of traffic signal
  • Liaise with the Traffic Management Centre whilst managing incidents on the Gold Coast Network 

About You

  • Relevant tertiary qualification in Engineering (or equivalent) and / or significant demonstrable experience in traffic signal operations management.
  • Strong demonstrated experience in the management of traffic signal operations utilising STREAMS and FLIR traffic management systems including, but not limited to writing pro-active and re-active signal plans and achieving coordination through the STREAMS platform
  • Demonstrated capacity to provide specialist expertise/advice to a broad range of stakeholders
  • Demonstrated background in Event planning which has a direct or indirect effect on the day-to-day running of the city.
  • Demonstrated management of incident activities such as identification, analysis and reactive measures to negate the impacts to the City's road network including debriefs and assessment to prevent a future re-occurrences
  • Demonstrated ability to challenge and change processes by identifying and utilising advanced technologies
  • Proficient in the Microsoft Office suite including Word, Excel and Outlook
  • Driver's license class C unrestricted
  • Highly developed interpersonal, verbal and written communication skills, with particular emphasis in the areas of consultation, negotiation, influencing, conflict resolution and assertiveness to resolve organisational issues and meet changing organisational needs relevant to the work area and department
  • Demonstrated highly developed and effective analytical problem solving and investigative skills with the ability to develop new techniques and methodologies, operational policies, practices and guidelines relevant to the role
  • Demonstrated ability to present findings to a wide range of stakeholders both internal and external
  • A dedicated team player that can work autonomously or in a team and who's philosophy is to always give their best 


Salary information

  • Temporary Fixed-Term Full-Time (from 02/01/2020 until 22/01/21)
  • Salary range: $99,717.63 - $105,555.79
  • Up to 18% superannuation contribution (includes employee and employer)
  • 17.5% leave loading on annual leave

Transport and Infrastructure directorate is ultimately here to deliver quality infrastructure and services that align with the broader organisation vision and purpose. The directorate consists of asset custodians, service providers and business support roles that all contribute to the overall management, delivery and maintenance of quality infrastructure and services.

  • The Transport and Traffic branch is responsible for the planning, operational management and delivery of enhancements to the City of Gold Coast's transport network. With around 150 staff across four units, the branch oversees an annual budget in excess of $110million to deliver capital works, supporting operational projects and planning initiatives.
  • Transport and Traffic works under the strategic intent of the City of Gold Coast's Corporate Plan and implements the Gold Coast City Transport Strategy 2031. This framework seeks to ensure the city has a safe and efficient transport system that is responsive to the needs of the community and supports the achievement of economic, environmental and social objectives.
  • The branch works closely with many delivery partners, including the City's development and land use planning teams and the Queensland Department of Transport and Main Roads to plan and manage the transport system as 'one network'.
